1. Project Leadership & Planning • Own the complete China localization project from design to start-up, including budget, schedule, milestones, and risk tracking • Lead the facility design and build-up process, ensuring the site is technically and regulatorily fit-for-purpose • Prepare investment cases and techno-economic analyses to support decision-making 2. Technology Transfer & Facility Setup • Coordinate with Operations team to interpret and implement full technical package content • Translate lab/pilot-scale processes into commercial-scale production (bio-organic synthesis, distillation, filtration, etc.) • Specify equipment, utilities, cleanroom classifications, and process flow requirements based on transferred documentation 3. Compliance & Regulatory Interface • Ensure the facility meets Chinese EHS, fire safety, cosmetic/chemical compliance standards • Align with QA/Regulatory to define and implement quality systems, release testing capability, and audit readiness 4. Cross-functional & International Coordination • Serve as key operational liaison with global functions: engineering, QA/QC, supply chain, procurement, strategic product management • Facilitate communication and alignment with technical and commercial stakeholders across geographies • Monitor technology adaptation efforts and maintain traceability of critical know-how during transfer 5. External Interface & Execution Oversight • Manage relationships with local engineering firms, construction partners, equipment vendors, and (if applicable) CDMOs • Track execution progress on site; ensure readiness for qualification, validation, and production handover • Support change control and escalation of critical path risks and group leadership 6. Business and Strategy Synergy • Understand the strategic significance of local manufacturing capabilities in China for the stability of global supply chain, the optimization of delivery cost structure, and customer satisfaction • Support the business development, sales, and product strategy teams to ensure that the manufacturing implementation plan is in line with the market introduction pace and to meet the local technical and delivery requirements of key customers • Participate in discussions related to market access, such as origin determination, tariff planning, registration paths, and product classification strategies, to ensure the integrated execution of technical and commercial paths
