1. Strategy Development & Team Leadership - Formulate and execute a multi-year, integrated procurement strategy for China that supports local business objectives while adhering to global/regional procurement policies. - Oversee all indirect procurement categories in China, consolidate spend, and lead category management initiatives. - Lead, mentor, and develop the local procurement team, fostering a high-performance culture centered on business partnership, compliance, and value creation. - Serve as the primary strategic procurement business partner for the China General Manager and all functional heads (e.g., Business Development, Commercial, Finance, HR). 2. Strategic Sourcing & Category Management - Lead strategic sourcing projects, including complex tenders and comprehensive bid evaluations. - Develop and implement category strategies for key indirect spend areas to drive demand consolidation and standardization. - Proactively identify and execute opportunities for cost optimization, quality enhancement, and supply chain risk mitigation. 3. Supplier Relationship Management & Negotiation - Cultivate and maintain strategic supplier relationships to build a reliable and high performing supply base. - Lead negotiations on commercial terms, contracts, and service-level agreements (SLAs) to secure maximum value and protect the company's interests. - Monitor supplier performance, conduct regular reviews, and drive continuous improvement in quality, delivery, cost, and innovation. 4. Procurement Operations & Process Improvement - Manage end-to-end procurement processes to ensure efficiency and compliance. - Identify and implement improvements to procurement systems and processes, including P2P (Procure-to-Pay). - Lead or support the implementation of procurement-related systems in China and drive associated change management efforts. 5. Risk Management & Compliance - Systematically identify, assess, and mitigate procurement-related risks (financial, operational, compliance, and reputational). - Ensure all procurement activities comply with applicable laws, ethical standards, and corporate policies. 6. Internal Collaboration & Value Contribution - Work closely with internal stakeholders to understand business needs and align procurement strategies accordingly. - Actively pursue value-added opportunities beyond cost savings to provide proactive support to business units. - Provide expert input on procurement-related expenditures during the annual budgeting process. 7. Continuous Improvement & Market Intelligence - Stay updated on new products, suppliers, and advanced procurement methodologies. - Monitor market trends, industry developments, and regulatory changes, translating insights into actionable recommendations for procurement strategy.
